Office Cleaning vs Janitorial Services: What Is the Difference?

The two terms are used loosely, sometimes by cleaning companies themselves. In practice they describe different scopes, and knowing which one you are buying is the difference between a quote that covers your building and one that covers part of it.

Key points

  • Office cleaning is the scheduled cleaning of the spaces people work in: desks, meeting rooms, kitchens, washrooms and floors.
  • Janitorial services is the ongoing upkeep of a whole facility: washrooms, common areas, waste, restocking and floor care, usually daily.
  • Most Toronto buildings need both, delivered as one program with one written scope and one point of contact.
  • Ask for the scope, not the label. The document tells you what is actually covered.

The quick answer

Office cleaning is about the workspace. It is the recurring cleaning of desks, meeting rooms, kitchens, washrooms and floors inside an office, on a schedule that fits the hours people are in. Janitorial services is about the facility. It is the ongoing daily upkeep of a whole building or floor: washrooms and common areas, waste and recycling, restocking of paper and soap, entrance and lobby presentation, and routine floor care, often with a day porter on site.

The overlap is real. Both include washrooms, floors and waste. The difference is where the boundary of the work sits. Office cleaning stops at the office. Janitorial services covers everything a building's occupants and visitors touch, and it usually runs every day.

What office cleaning covers

An office cleaning program is written around one floor plate or suite and the people who use it. A standard scope in Toronto looks like this:

  • Workstations and desks wiped, monitors and phones dusted, chairs and under-desk areas vacuumed
  • Meeting and boardrooms cleaned and reset
  • Kitchens and break rooms: counters, sinks, appliance exteriors, tables and floors
  • Washrooms cleaned, disinfected and restocked
  • High-touch surfaces disinfected: handles, switches, printers, shared equipment
  • Interior glass, partitions and entrance doors
  • Hard floors mopped, carpets vacuumed with traffic lanes prioritised
  • Waste and recycling removed

Most of it happens after hours so staff arrive to a reset workplace. Frequency ranges from nightly to a few times a week depending on headcount. Impact's office cleaning in Toronto page sets out the full scope and how a program is built.

What janitorial services cover

A janitorial program is written around a building or a facility rather than a tenant. It is the service a property manager buys to keep the whole asset presentable and functioning every day. Typical scope:

  • Lobbies, entrances, corridors, stairwells and elevators
  • Washrooms on every floor, cleaned and restocked, often more than once a day
  • Consumables management: paper towel, tissue, soap, liners
  • Waste, recycling and organics handled to the building program
  • Routine floor care across the building, plus periodic stripping, refinishing and carpet cleaning
  • Day porter coverage during business hours for spills, restocking and presentation
  • Loading docks, service corridors and back-of-house areas
  • Coordination with tenants' own cleaning so there are no gaps or overlaps

Janitorial work is usually daily and often has a daytime component, because a building cannot wait until evening for a washroom to be restocked or a lobby spill to be dealt with. The janitorial services in Toronto page covers how Impact structures it for multi-tenant buildings and single-owner facilities.

Where commercial cleaning fits

A third term, commercial cleaning, is the umbrella. On this site it means a recurring program for any commercial property that combines the routine work above with scheduled specialty services: carpet extraction, floor refinishing, window cleaning, high dusting and deep cleaning. A commercial cleaning program can be an office cleaning scope, a janitorial scope or both, plus the periodic work, under one written document.

The label matters less than the document. When a company says it offers janitorial services, ask for the scope and check whether it actually includes common areas, restocking and periodic floor care, or whether it is office cleaning under a different name.

Which one does your Toronto facility need?

A single office suite or one tenant floor

Office cleaning. The building's own janitorial contractor handles lobbies, elevators and shared washrooms. Your scope covers your space, and the two are coordinated so nothing is missed at the boundary.

A whole building you own or manage

Janitorial services, with office cleaning for any space you occupy yourself. One contractor across the building keeps standards consistent and gives tenants one number to call.

A corporate campus or a single-tenant building

Both, as one program. The occupier is also the building operator, so desks and boardrooms sit in the same scope as lobbies, loading docks and washroom restocking.

A clinic, school, venue or industrial facility

Janitorial in structure, with specialty procedures added for the environment. These facilities need daily presence and consumables management, plus rules specific to the space, such as zoned cleaning in a warehouse or disinfection protocols in a clinic.

Can the two be combined?

Yes, and in most Toronto buildings they should be. Impact writes one scope per property that lists every area, task and frequency, whatever label the work carries. Washrooms might be on a daily janitorial schedule, desks on a three-night office schedule, and floor refinishing on a quarterly cycle, all in one document with one price and one supervisor inspecting the result in OrangeQC.

The advantage is accountability. When one contractor covers the whole scope there is no argument about whose job the lobby floor was.

Questions this guide gets asked

Is janitorial the same as commercial cleaning?

Not quite. Janitorial services is the daily upkeep of a facility. Commercial cleaning is the broader program that includes janitorial work plus scheduled specialty services such as carpet cleaning, floor refinishing and window cleaning. Most buildings buy commercial cleaning that includes a janitorial scope.

Do janitorial services include maintenance like changing light bulbs?

Some providers bundle light maintenance into janitorial contracts; many do not. Impact's janitorial scope is cleaning, consumables and floor care. Anything else is agreed in writing before it starts, so ask each bidder to list what is and is not included.

Does a tenant need its own office cleaning if the building has janitorial staff?

Usually yes. Building janitorial covers common areas and shared washrooms. The inside of your suite, including desks, meeting rooms and your kitchen, is normally the tenant's responsibility. Check your lease and ask the property manager where the boundary sits.

Which is cheaper, office cleaning or janitorial services?

They cover different areas, so the comparison is not direct. Office cleaning for a suite costs less than janitorial for a building because there is less of it. For the same area, a daily janitorial program costs more per month than a three-night office program and less per visit.
